MTEF, FSP stall Jonathan’s budget presentation

THE planned presentation of the 2014 budget by President Goodluck Jonathan earlier scheduled for today has been postponed till Tuesday next week.
The Senate and the House of Representatives had last week accepted to jointly receive President Goodluck Jonathan to present the 2014 budget today despite the fact that the two chambers failed to pass the 2014-2016 Medium Term Expenditure Framework, MTEF.
The postponement of the budget presentation was contained in a circular by the Director, Personnel Management, Dr. Ishaya Sarki, on behalf of the Clerk of the National Assembly.
No reason was given for the postponement, but Vanguard reliably gathered from principal officers of the National Assembly that the non-passage of the MTEF and Fiscal Strategy Paper, FSP, were responsible for the postponement.
It was also learnt that the development was not unconnected with the stiff opposition of members of the House of Representatives, who were reportedly angry over alleged poor implementation of the 2013 budget.
The two chambers had not concluded MTEF and FSP presented to the Senate by Jonathan.
